excerpt from Margaret Williamson's narrative:
'In 1918, Sikkim was granted full internal autonomy. The Political Officer
continued in residence, however, and although in theory he merely acted in an
advisory capacity in the sphere of internal affairs, in practice his presence
in Gangtok meant that he continued to enjoy considerable influence. As regards
external affairs, these were controlled by the Government of India through the
Political Officer.' (page 14)
